I use VisiPics that compares the pictures visually too and has a slider to adjust how much the searcher should be strict or loose about his choices, that can range from choosing pictures that have a lot of the same background color (like all pictures that have a lot of white or a lot of black) to pictures that must be completely identical with each other.
